Bail Bond Review Towson District Court - Everything You Ever Wanted to Know

I've been asked by a number of clients recently: Will my loved one be present in the Courtroom during the bail review in the Towson District Court?  The answer is No.  A couple of years ago, Baltimore County was one of the last Counties in Maryland to change, the bail review reviews were switched from in-person to conducted through a closed circuit television system.

Now that I answered that question, below are some other facts regarding the Bail/Bond Review Process in Baltimore County's Towson District Court.

  • If you are going to a bail review in Baltimore County Towson District Court, you will be in Courtroom number 1.  
  • The individual facing the bail review is being held at the Towson Baltimore County Detention Center.
  • The bond reviews will begin at 1:00 p.m.  
  • The Judges change daily so we do not know who will hear your case until the Judges comes out onto the bench.

Expunging a Criminal Record
Expungement is the removal of records from public inspection. Records may be expunged from MVA files, Court, and police files. Court records are not automatically expunged; to have the records removed one must file a petition for expungement with the Court. Court records may be expunged if the following occurred: a finding of not guilty (acquittal), guilty finding of certain nuisance crimes, the charges were dismissed, the charges resulted in a probation before judgment (excluding charges of driving while under the influence or driving while impaired), the State’s Attorney entered a nolle prosequi, the Court entered a Stet, a full and unconditional pardon by the Governor was granted.

The waiting period to file the petition with the Court varies depending on the outcome of the case. An individual may file a petition for expungement immediately upon an outcome of an acquittal (not guilty), nolle prosequi, or a dismissal. If an individual was granted probation before judgment (PBJ), then a petition may be filed three years after the probation was granted or probation ended, whichever is later. A petition for expungement based on a guilty verdict for a specified nuisance crime may be filed three years from the date of conviction or satisfactory completion of the sentence, including probation, whichever is later. For Stets, an individual may file a petition for expungement three years after the Stet was entered. For cases that do not fall under these findings, an individual may file a petition for expungement at any time on a showing of good case to the Court and the Court will decide if an expungement is appropriate.

One is not entitled to an expungement of records in cases where a guilty finding was entered except for certain nuisance crimes under Maryland Criminal Procedure §10-105(a)(9), if a finding of probation before judgment, nolle prosequi, stet, a pardon or conviction of a specified publican nuisance crime, and since then the person has been convicted of another crime other than a minor traffic violation or are a defendant is a pending criminal proceeding, of a disposition of probation before judgment for a violation of driving under the influence (DUI) or driving while impaired (DWI). In addition, if charged with multiple offenses and some of the charges were nolle prosequi but were found guilty of one or more of the other charges, then a person is not able to file a petition for expungement of the charges that were nolle prosequi.

The fee to file a petition is $30.00 however there is no fee for a verdict of not guilty (acquittal). The process for a petition for expungement usually takes 90 days from the date of filing

Baltimore County Police Detectives Arrest Suspect in Essex Murder

Baltimore County, Md. (May 20, 2011) - Daniel Adrian Byrd, 56, has been arrested and charged for the murder of Robin Lynn Hudson, 46, which occurred yesterday evening in Precinct 11/Essex.

On May 19 at approximately 5:20 p.m., officers responded to the 1900-block of Old Eastern Avenue, 21221 for an assault in progress call. The victim and suspect both live at the location. When officers arrived, they found victim Robin Hudson suffering from multiple stab wounds. She was transported to Franklin Square Hospital, where she was pronounced deceased. A third occupant of the apartment, a 47 year old female, was also cut on the hand.

Through their investigation, detectives were able to determine that Daniel Byrd was responsible for the murder. He was arrested at the scene.

"ANNAPOLIS (March 4, 2011)—The Maryland Natural Resources Police (NRP) today released the following incident and arrest report. NRP is the enforcement arm of the Department of Natural Resources (DNR). NRP is the only police force aside from the Maryland State Police that has statewide jurisdiction.

FAILING TO ATTEND DRIFT GILL NET: On February 25, NRP charged Steven Allen Reynolds, 54 of Chesapeake Beach, with failing to attend his drift gill net during the commercial rockfish season. Officers observed Reynolds set a rockfish gill net in the area of Breezy Point, near Chesapeake Beach and then return to the dock. Reynolds then drove to Anne Arundel County and set a perch net in the South River over twenty miles away. A trial has been set for March 7 in the District Court of Maryland for Calvert County."

Arrest in Murder at the Ramada Inn - Maryland Murder Attorney

Arrest in Murder at the Ramada Inn: "Baltimore County, Md. (May 16, 2011) - Baltimore County Police have arrested and charged Ricardo Anthony Beckford, 24, of the 3400-block of W. Northern Parkway, 21215 with a homicide that occurred at a Precinct 4/ Pikesville hotel over the weekend.

On May 13 at approximately 11:17 p.m., officers responded to the Ramada Inn in the 1700-block of Reisterstown Road, 21208 for a shots fired call. Officers found Richard Francis, 31, of the 2500-block of Edgecombe Circle, 21215, lying in the parking lot suffering from multiple gunshot wounds. He was transported to Sinai Hospital, where he was pronounced deceased.

Detectives were able to determine that there was an argument between Richard Francis and Ricardo Beckford, who were acquaintances, shortly before the homicide. The victim left the hotel and entered his vehicle, which was parked outside the lobby. Ricardo Beckford pulled his vehicle beside the victim, and fired a handgun into Richard Francis’ car, fatally wounding him.

Ricardo Beckford was charged with first degree murder and is being held without bail at the Baltimore County Detention Center."

Bank Robber in Precinct 9/White Marsh Still Sought (Photos Available): "Baltimore County, Md. (May 16, 2011) - Baltimore County Police are asking for the public’s help identifying a man responsible for robbing the Wachovia Bank on August 25, 2010 at approximately 4:04 p.m. in the 8800-block of Belair Road, 21236. Photographs of the suspect were released shortly after the robbery, but the man has not been identified.

The suspect is described as a black male, 30-40 years old, 5’8” tall, with a medium build and medium complexion.

Detectives say that the suspect entered the bank, walked up to a teller and produced a note that demanded money. The teller gave the suspect an undisclosed amount of cash, and the robber walked out of the bank."
